IGT S2000 Reel Light issues

Ok so I have a S2000 IGT chop top that has lighted reels its running triple RWB with back lit reel strips.

The issue I am having is the reels are staying lit on reel 1 its the top line, reel 2 its the middle line and reel 3 its the bottom line and they just stay lit and no others light and the lights never go off.

I tried replacing the light board in the back and while a different board I had made the lights brighter no change.

I tried replacing the reels with others and still the same effect.

As a noob in this hobby someone point me in the right direction here.  Is it the software or what?

Did you try replacing the cabinet I/O card. (The one on the side where the MPU is)
Other than that carefully check the wiring on the #1 reel. Switch reel positions and see if the problem moves with the reel.

It's important to note that on these reels, the bulbs never actually turn off, they are just dimmed, and get brighter to highlight a win, but they never turn off completely.  The only onest that totally turn off are the 5 reel LED backlit reels.  All the incandescent type reels stay lit all the time, albeit dim.  If you have a situation where only a few "rows" are lit, and the other bulbs are totally off, then those bulbs are probably bad.
