Can't lower volume enough

I'm working on a S2000 Triple Red Hot 7s that has a 1270 board with a r board. I have the volume set to 1 and it is still extremely loud. I swapped the sound board but that didn't change anything, Where should I go from here?

High tech: I would install an impedance matching volume control on the speakers or a set of resistors.
Low tech: I would suggest Rexall or Walgreens for some cotton balls or gauze to fill the speakers

common problem, the wiring harness for the sound amp is not wired correctly, can't tell you right now what the difference is ( will have to look at the harness tonight) but that is usually the problem, very easy to correct, just a matter of changing the way the connector is wired.
