Wms jp party Bv probs

Has anyone ever ran into this ??
This is an older chip based jackpot party machine running a wba 10/11
Cust complaint was no touch screen response
I get there and the power sup 12v was dead
Rebuilt the power sup, new transistors caps ect
Now all voltages are present
Prob is when game is turned on it won’t boot the bv is pulling the 12v down to 3v
If you boot it up with out bv plugged in then plug bv in after board boots it cycles and is fine
Wondering if it’s the power sup unable to handle the surge of it all at boot up or if the bv has an issue
For now he’s booting it and plugging the bv in after
