Bally S6000 Bill Validator Won't Activate

Have a Bally S6000 Black and White machine with no coin op, just bill validator.  I bought it 2nd, 3rd, hand, for my home.  Unfortunately, while the bill validator has power and I can see the red lights on the inside, it doesn't activate at all when a ticket or bill is installed.  Nothing is bound in the mechanism it just doesn't operate.  I've replaced the MPU just in case, but that didn't make a difference.  I've cleared the system many times and get to the point where the machine is simply looking to accept credits, so it's ready to go.  I'm thinking I don't the the correct dip settings?  I'm not sure, but i'm out of ideas.

Do you have a MEI or WBA  BV ?

Switches 5 & 6

WBA  = On Off
MEI MARS = Off Off

Coin mech switch on the front of mpu must also be in the up position. If your dip settings are not correct you must clear again after setting them.
