Can't Clear S2000 Enhanced Board

This board was tested in one of my other S2000 and worked fine.  Key chipped it to make a change and the the button panel did not work.  check the i/o cards and they are all seated fine, so I figured I would clear and start from the beginning.   When I put the clear chip in the lights don't come on and stay on they just toggle back and forth.  When I put the base chip in the red light flashes.  I tried the board in my other 2000 and same thing. won't clear and with SB chip in red light just flashes.  Don't want to try a new enhanced board incase something is damaging them?  Not sure where to start on this one.

Possible bent pin somewhere touching.
Check the pins on the bottom of MPU.

Make sure you have chip in right direction as well.
Which Key did you use?

Try IVC00224. 97 will not clear the eeprom on the enhanced MB.

I got a clr 224 chip and now the top two green leds come on and the top amber one just flashes.
