Im still reading.

With the machine running
Open the door
Turn the key once
It should bring up a menu of options
Press the hopper test option on screen
Press Enter on screen to dispense 10 coins

Lets see if the hopper works that way

Ok I just went to my V7000 and did a test

I pulled all but 10 quarters from the hopper
I loaded a $5 bill to get credits
I pressed the cashout button
When it ran out of quarters it threw the same error as yours.
I opened the door, loaded quarters and closed the door.
It said on screen “hopper will restart in 5 seconds “
It started paying on its own, I didn’t have to turn the key or anything.

If your hopper works and your door sensor works it should be trying to turn when you close the door. Does it have a bill validator error too by any chance?

To answer your question, you can buy a set chip on ebay. If you don’t resolve the true issue this is going to happen again.

Mine does the same thing and when it is done counting down it displays the same disabled and hopper empty. I ha e about $60 worth of quarters in it. Door tilt shows as well until the door is closed.

Well Im stumped.  There is something wrong with the wires on the hopper or something on the connector of the hopper or one of the closure switches isn’t working. The hopper motor clearly works but it is not resetting.

You said you verified the hopper leds and button options?

Everything in the menu that has to do with the hopper is enabled and tested good. The hopper has two little buttons in it and they both make the hopper turn in forward and reverse.

The debug chip worked. It was very easy to do. Thank you for helping Chris-socal. Now on to figuring out the hopper still not paying.

Your inbox is full so I couldn’t send you another message. Sorry about my message about set chips, I didn’t realize it was you! lol

I also just realized when you said you tested the hopper you meant you pressed the button on the hopper, that doesn’t do a test of all components, it just runs the motor.
You need to go into the menus and run a hopper test. That will test the motor and the coin count switches and the wires going from the board to the hopper. .

I’m late to the show, but is the hopper problem producing an actual error or are you getting a “call attendant” message? 
If the hopper still has coins in it is it possible it paid out the maximum amount allowed?
I skimmed through all the posts, but maybe I missed something.
When you get that clear chip try maximizing payouts when you configure the machine.  Also, how payouts are handled can be configured as well. 
There’s a sticky “Game Maker configuration” that might help with that.

The hopper has $60 of quarters in it. When you push cash i get nothing. When I run the test it runs just fine, 10 quarters drop out as they should. When it hits for over the limit the machine locks up and says hopper empty.

Check out the video "Game Maker configuration". It's in a sticky at the top of the Game Maker forum. (Mute the annoying background sounds.) It doesn't include instructions on how to configure the hopper itself (because I don’t have a coin hopper), but I don't think that is the issue.  It will show how jackpots are to be paid out and how to set hopper/credit limits.  Your configuration might be slightly different than what is shown in the video depending on your hardware and mains. 

I have no hopper.  Only a printer.  I set residual credit mode to “NO GAMBLE NO ATTEN. PLAY” as shown in the video and I max out the hopper/credit limits as shown later in the video.

No guarantee that this will fix the issue, but it is worth a try if your Game Maker is configured differently.  Of course, you’ll need that clear chip to reconfigure the machine.

By the way, when reconfiguring and selecting jurisdiction never ever pick jurisdictions 2 or 3.  (I select jurisdiction 8.)  You’re jurisdiction will be locked and you won’t be able to reconfigure again. 

However, if this should happen there are several possible ways around it.
1. Instead of just flipping dip switches 7 and 8 on in the top bank, try switching all eight of them on.
2. A debug chip might allow you to reconfigure when a regular clear chip won’t.
3. Last resort: replace, (or if you have the equipment erase), the 96C56 EEPROM chip (jurisdiction chip) in socket U3.
