Aristocrat kingsway lighting and key issue

Picked up this machine yesterday.  Reel mech is in beautiful shape, and overall in pretty nice condition.  Plays and pays perfectly.

None of the lights work. Only reel fixture remains.  Not sure if these ballasts will work on 110v?

Top light fixture has also been removed completely, but wires still there.

Thinking putting in led lights would avoid any ballast issues?

Also, former owner drilled and tossed lock.  Not sure the length, or what the cam is supposed to look like?

Any thoughts would be great.  Super cool mechanical machine!

That's a 240V machine - it says so clearly on the pic of the ballast. So rewiring it with LEDs is the most sensible option.
