Series E Startup error code - Need help to ID the issue

I have a Bally 5c - 5 line Series E Pure Gold slot Model E-1348

I have the Military Proms (Univeral Slot Program - USP) in it and I downloaded the operator instruction manual.

Everything powers up and I have the proper voltages.  The slot will not accept coins and does not work. It seems I do not have any
voltage for the coils.

I have pulled every IC and cleaned the legs and cleaned all connectors and I have the same issue. I double checked the legs on all ic's and connectors.


On the power up self-test,  I get the following codes:
1 0 0 0 0 6
1 0 0 0 0 7

According to the Military manual, 100006 - Memory Test Failure for one second followed by (what memory chip is bad
Example
1 0 0 0 0 6
2 0 0 0 0 6

I do not get this reading showing what memory chip is bad.   There is not code of 1 0 0 0 0 7 (what I get) in any book which has me confused.


I did change the 2 - 7551 RAM IC's and that did not solve my problem.


My questions are:

Do I need to replace my 4 PROMS? If so does anyone burn them or have some available?

Could I replace the PROM with a standard PROM that is not military?

Does anyone know what error code 1 0 0 0 0 7 is?

It is acting like it is in tilt mode and the power is turned off.
