Oh!... this error popping up more than ever is a major PITA 
Checked all the normal stuff...cherry switches, harnessing connections, just about everything around the bill validator unit (yellow MEI Cashflow).
I swapped known-good cashboxes as well, but I can't seem to get rid of this darn error.

I'm almost certain the problem lies with an oxidized contact pin on the interface card that's underneath the validator card.
That interface card has pins on it that have been pressed upon for 20+ years.
Which contact would be the one that has the line for the stacker switch?
There's only 30 of 'em...lol
I'm going swap interface cards right now.
            ***Update***
Swapping interface cards fixed it... I may NOT be able to fix this card.
Does anyone have a link to where I get buy new ones?
Not "re-furbished"...I would like to get new ones.

glad you figured it out… some BB2s from my experience have their Stacker switch wires connected to the connectors for the interface card and some have it connected to the switch itself. It’s irritating believe me ;-;

Are you saying the stacker switches are the microswitches located underneath the interface card? 
I've noticed sometimes there's dual microswitches.
When you push in the cashbox, it pushes the lever on the microswitch upwards.
Those would be easy to check with a digital multimeter and swap out any bad ones.
Although I didn't take a picture of it, this particular interface card only has one microswitch with a metal lever on it.
I will check it out when I get a chance.

Not EXACTLY underneath the interface card but more so the spring like pin thingy that the interface card pins make contact with. What’s that word… oh right the housing mount! I’ll try and get some pictures of my BB2 in a moment.

Oh! THAT part...it comes off by removing the two Philips screws on each end.
The spring contacts, especially contact #7 and #8 always look lower than the others for some reason.
I had pointed out before that those two depressed contact springs carry the data that goes back to the MPU giving it credits from the validator....when the interface goes bad, it eats the bills inserted.
In other words, it accepts the bills, but doesn't give credits to the machine.
I wish we could find a source for new contact springs....that would eliminated many of the problems these interface cards are going to have, quite soon.

It's going to be one of the ones on that page.  I'd have to take mine apart to see what size they are, but it's just a card edge connector.  Poke out the damaged contact, remove it, crimp on a new one, reinsert into the housing....pretty easy.

I didn't even think of just replacing the actual contacts themselves... 

I can't find it on that page tho. 
These ones don't get crimped.
They are one piece....sort of like oval springs?
They do NOT appear to come out separately...they looked press/molded into the plastic.
