Flash of light

Been cleaning up an IGT F1 and noticed the call attendant button was stuck on and the candle bulb not working. I fixed the button and replaced bulbs in candle and now I have a strange symptom. When the game deals the hand initially the call attendant bulb (top bulb)gives one flash. Its kinda distracting.
It is not related to the deal button because if you put 5 coins in it automatically deals the hand and it flashes then too. But it doesn’t flash when you deal the replacement hand.

I removed the sound card and the control boards one at a time and it still does it. I disconnected the coin mech and diverter, still does it.
When I unplugged the little control board mounted on the back of the machine it stopped. So, that narrows it down, the problem is only present when the jackpot bulb is connected to its circuit.

Also, is the bottom bulb supposed to be lit all the time indicating denomination or is it a bonus indicator only?

Im Stumped!
