Requesting help burning Clear Chip Card on CF with Windows 7

I’m having a hard time getting pass this screen. After countless tries with 0% success rate this was my method trying to burn a clear chip card with a SanDisk 512MB CF using Windows 7 with Internet disabled.
-Insert CF into card reader (did not format)
-used Winimage to select the target vhd software file and copied to CF
-ejected after completion
Before inserting the CF for RAM clear I had the machine completely powered off. I stuck the CF into the corresponding slot and powered the machine on hoping that it will run smoothly but it stops after it reads the SanDisk.

What am I doing wrong? Please help. I am new to this

A couple things that may help, as I'm not familiar with the process on your particular platform.

1. Some systems require CF cards that have a custom controller embedded in the chip.  So people typically sacrifice old games or OS cards to write their new software on.   Is your SanDisk card a new card, or resused card for your platform?
2. I don't know if it makes a difference, but I always choose the option to "Restore image on Physical drive"
3. If it asks you about using Paraben's Forensic Replicator - click yes.

I always format whether new or not. I use cards that say "industrial" on them. Good luck, let us know.

Yes there was already a software on the CF and I copied the entire image over by reading it with Win32DiskImage 1.0 first to my PC then I used WinImage to burn the clear chip to the CF.
The file that I burned was called ‘BB1 BB2 1810 clear.vhd’ I even try extracting the file and this is what was inside..
