Swapping reel #2 with another one might be a good idea to try, you'd get more info about the problem whether it worked or didn't work, plus he'd be reseating the #2 reel connector pins which might help. Do those reels have an optic sensor on the board, if so he might clean it in case that is causing interference. And the reel should not be overly loose on the stepper motor shaft, if it is too wobbly that can cause a fault. He should make sure no wires or anything else is rubbing against the reel as it spins, sometimes there is a nearby cable or when you shut the door something gets too close.
I don't think I'd do a CLEAR, not likely to help plus you'd have to reset a lot of the settings afterwards, just creates more work.
