I was wondering the same thing myself................

It may be the video card upgrade that makes it 3.5 vs 3.2?

Also, will they come with BIOS & JUR ??

It is a video card update. These will replace the 3.2 in most cases. The 3.2 video card is going to become hard to find so if you have em, keep em.
Does not come with Bios or jurisdiction.

Why would you want to keep an inferior video card? Or am I reading into the situation wrong. No sarcasm, please educate me.

There's a compatibility issue with a handful of games, that would be the only reason why you wouldn't want the updated card.  Sometimes newer is not necessarily better.  It has more to do with the availability of the GPU used in the older video card, it is no longer manufactured by AMD.  This kind of thing is usually what prompts a vendor to replace or update components within the same platform.  To them it is inconvenient to update components during the life of the platform because they have to get the whole thing jurisdictional approval again, but if you can't source a component, what are you going to do.
