In the settings of your machine, page 0, setting 2, has two options (0 and 1).  Change the option to whatever it isn't currently set to.  I have attached a copy of the PSR for your SP1309 game chip to help with navigating the settings.  Additionally, I have attached a copy of Ron (r273)'s "for rookies" Excel spreadsheet which helps to explain how to navigate through the settings on your machine, if you're not familiar with doing so.

Generally speaking, you must have zero credits on the machine to change settings.  The reel spin sound may be one of the few exceptions, however, and you may be able to change its setting even if there are credits on the machine.
