we swapped the main board from a working 5 reel game was still the same

Try the wacky reels in the Cleo and report back. If no change, swap Cleos reels in and see how they act, at least you can eliminate the reels and/or bulbs.

And BTW, we use 161s in reels frequently as well, with no ill effects. Yah, yah, they don't light quite the same, but they do work. Sometimes, you can't do everything exactly by the book...

For some reason, it seems like we had an SB/SG combo on a 5 reel machine that wouldn't light properly, but I can't swear to it. I might still be haunted by the display issue that it caused!

we put cleo reels in 5 reel red hot 7 all reels worked 100% then we changed  board on outside of cpu still  everything 100%, so it not reels or that board , went to warehouse we took  a light board out of a ms lgm   after race I,ll try that ,I have a feeling  its going to bea winner

At this point if it isn't the reels, the harness, back lite board, I/O board, or MPU, I would probably try another power supply just to rule that out. Then start unplugging things one at a time from the back plane, or try another backplane. And maybe try another working MPU board with different software to rule that out.

best part when I got it working  I  found the dip switch on board in game were set wrong  that board now works , funny part was they had tape over them and looks like the board was  the one that was always in this game
