3300 code stays on when I push cash/credit button

I have an IGT S+ machine, while the cash/credit button is illuminated and credits accumulate,  the game plays fine.  If I hit the cash/credit button for coin payout, the machine dings and after about 5 seconds the 3200 code appears, I open and shut the main slot machine door and then the 3300 code appears. I can't get it to clear.  Before anyone asks, I used the clear chip to get rid of the code. I have replaced the cash/credit button housing, the wiring checks with my other S+ machines.  I have tried different hoppers from my other machines that work, I have used other MPU boards that work, but every time I hit the cash/credit button with credits accumulated for coin payout I end up with the 3300 code. any help on fixing this problem would be appreciated.

Does the hopper turn when you press the cash-credit button?  If it turns the machine is not seeing the hopper optics - check the wires behind hopper plug.  If it doesn't turn then it's not getting power.
