550 system validation

So I was poking around with a Reel em In Cast for Cash, system validation isn't available(Std, enhanced and secure enhanced are there), it's on default jurisdiction [00000000]. Does anyone know if I can set a jurisdiction to one that would allow system validation.
This is of course for home TITO integration. On the enhanced setting it will give legacy bonusing and correctly accept a ticket from another home TITO machine, but it won't validate with it's own tickets out, so it cannot accept it's own correctly, or provide a usable ticket for another home tito machine.
