Pog 510, apex 5k Bill Acceptor, gives lockout failure once 100 has been inserted

My pog will take credits all the way to 100 but then give the lockout error. The cash in setting is set at max 2,500 also, the apex 5k not sure if it’s 5400 or 5600 sticker missing, it’s set to serial 1. I have tried serial 3 and pulse as a option in the terminal config. I have been trying to track down if it’s a setting or the apex needs reprogrammed to not allow pulse.

My apex won’t get passed stage 1 of the printed configuration card marked. To do a change in its configuration

No other issues it takes money and everything works.
