That's a busted momentary keyswitch.
The wires aren't very long.
Pull the end of the two wires toward the cabinet wall.
There will be a hole where the keyswitch is... or was.  :24:

So is it open in one position and the closed / shorted in the other?  Is the circuit logic that the switch is closed when the lock is in the locked position?

It does not lock; it's a reset key.
When you turn the key, it only stays there momentarily.
It's spring loaded inside.
When you let go of the key, it returns back to its original "open" state.
It's like touching two wires together and then letting go.

Hopefully a member/vendor will spot and have one for sale to you.
