what is this?? amp on game maker hd

so can anyone tell me if this was out of a different machine? it is spliced into existing speaker outputs and uses the line out from mpu. the factory amp is disconnected and factory plugs just disconnected. all knobs need to be set to max to get sound and it is not good quality. i would like to revert back to the oem setup to see if quality increases. this unit is just velcroed on the mpu housing

That's some player audio player tracking networking stuff that some casino left behind.
They were usually spliced into the sound system of the machine.
Sometimes there's were casino promotional programming done that played music and sounds on the player tracking screen.
Unless you have a direct internet connection to a casino server, I don't think it will be of any use to you. 
I usually rip all that stuff outta there and put it up for sale to the highest bidder on eBay.
You can offer it up here in the NLG Classifieds to see if anybody wants them?

lol no  it is definitly the sound, it has outputs going directly to the speakers and the line out from mpu goes to its sound in. it says volume on the knobs if disconnected it has zero sound
