Bally 6000 can't get past error 23

So I picked up a 6000 Krazy Kops. No battery in it. Put  a new battery and holder, did a full clear, but I can't get passed code 23. The previous owner said he did mess around with the dip switches.  No clue why. I do have the Bally manual and set the dips for what I THINK are correct, but can't get passed error 23. On a side note, I have another  6000 that is coin only, and works perfect. I tried to swap out the optics and cc..but no luck. The optics and CC from Krazy Kops did work in the good machine, so that's not the problem. I read a few ads here, but no luck still. I tried a few different dip switch settings...but no luck . (Doing a full clear after each dip switch change).
The machine is a .25 ...no printer...wba bill validator,

Where should I go from here?
