WMS 40S5 startup issue with Jackpot Party Slot

 I have a Williams 40s5  Jackpot Party dotmation Slot Machine.
At bootup all 5 LED's light up but the fault is blinking and fails to go any further I have cleaned all the eprom and gal chip pins and cleaned and reinserted the CPU and I/O boards and I get the same results. Can anyone direct me to what I should look for or do to correct this issue.

Does the top display boot up, do the reels spin at any point? Are there any messages on the display, or is it completly dead?

I found the top display with a blown fuse it may be a bad power supply, I will have to put another fuse in to test it. The reels do not spin and I get no tilts faults that display, it is not lighting up. I only getting the three fluorescent tubes lighting up. But the 5 leds are all on and bright and getting the fault light flashing.  I am getting a fast burping sound out of the speaker..
