nope.  The top switch should be open then the relay is powered.

when checking switches, push down on the metal armature plate instead of the brown switch lifter ... at least as a fine check.  If you push on the lifter, you will move the switch blades a little further than the metal plate can and the relay may not work correctly in real life.

if your vid, you can see the armature plate hit the coil top then the brown lifter keeps going until the top of the brown lifter notch hits the top of the armature plate.  In actual use, it's the bottom of the armature plate pushing against the bottom of the lifter notch.

however, that switch stuck closed would just make the total in meter a bit unhappy ... if you even have one.
 
the first video implies the handle release relay is tripping when you are holding down the coin switch.  Does it?  The handle release should not trip until the coin switch goes back up.

if you push hold the coin switch down, you should not get 50VAC with the probes on the yellow (30) and orange/green (74-1) wires on the coin switch.   

wrt adjusting switches on the line unit step-up relay, you can misadjust things to make a race condition that may work occasionally.  A bad video on switch adjust is here.  Coincidently, it's a coin/line unit step-up relay:

The handle release definitely drops instantly with switch down.

There also seems to be trouble with the switch behind the dash pot.  It is bent towards the back due to play in the dash pot.  If bent straight, there is not a connection, and coin switch does nothing.

that's wrong.  Now the question is why.

got a picture of your coin switch showing the switch and wiring?

a crude but effective test is unsolder the orange/green (74-1) wire from the coin switch and see if the handle release relay ever trips (it shouldn't, and payout shouldn't work).

with the wire disconnected, stick one ohmeter/buzzer probe on the yellow wire on the coin switch and the other probe on the terminal that had 74-1 attached to it.  You should get infinite ohm/0L/no buzz with the coin switch down and 0 ohms/buzz with the coin switch up.

if the handle release relay still trips with 74-1 disconnected, you have a short and the simplest way to find it is start sticking paper in between switch contacts in the circuit path to the handle release coil until you find which one stops the handle release from tripping, but the next one upstream towards the coin switch on the schem doesn't.

There also seems to be trouble with the switch behind the dash pot.  It is bent towards the back due to play in the dash pot.  If bent straight, there is not a connection, and coin switch does nothing.

who knows why they didn't adjust the switch blades instead.

in the end, the switch should be closed when the u-shaped bracket is all the way out of the air cylinder and open a little after the handle starts pulling down.  If it looks ugly but works, you can leave it.

I took the 74-1 wire off the coin switch, and yes still fires handle release.

So to track down the short-  I’m having trouble determining the locations of   reel mech A, B, C switches.

From left to right abc I believe. There’s a picture on this site.

some of the thick switch travel limit bars/blades are not ideally adjusted in the pic, so use it as a switch location reference and not for switch adjustment (generally the thick limit bars should not be touching the long/moving switch blades).
