Does this component look failed?

This is the motherboard(backplane) for a 1270(enhanced board).
The component is L23. Info for the board is:
P/N 75909100 Rev: EC
Assy No. 7590730

Not sure what that part is but it does look to me like the metal band that goes over it has a break in it.

It looks to me like the part L23 has cracked open, possibly from heat internally. I think that part is a coil (sometimes called an inductor or a "choke"), inside it has a long length of very fine insulated wire wrapped around a form.

These types of parts are often times used to keep power and signal lines clean from transients or surges. If a short on the line occurs then excessive amps can flow thru the coil and cause it to overheat and rupture. If the machine this board was installed in had a failure this may be what happened to L23. You should be able to check it with a meter set to continuity/ohms/resistance, if good it will read very small resistance. But I still wouldn't trust the part due to its physical damage.

Alternately, something may have banged into the part and broken it.
