Bally 6000 WBA 12 Issues

I have a Bally 6000 that I am having BV issues with. I cannot get the Bill acceptor to cycle or do anything. I have checked the dip switches in the BV and they are all in the up position. I can see 2 red LED's on and when the door is closed the door is lit up with the green arrows showing it is ready for bills. I have made sure all my dip switches are correct and the switch is in the on position on the MPU. This is a new BV unit I just bought and has the update done. I bought it from World Wide Gaming. I am really confused as to why it does not cycle or anything. I took out the rocker switch and made sure it is working and also wire tied it to make sure it acts like the cash door is closed. Any Ideas??????
