IGT bonus poker credit -cash out not working

I have a IGT Bonus Poker and I cannot get the follow button to work.
Ether credit button -cash out- and service. They light up but that it.

I’m trying to get the machine up a running correctly , but still having issues with these button.

The machine will take coins add credit on wins, but no luck on using credits.

The other thing it only allows 2 coins before play, I thought it should be 5.

I check the voltage ,it getting around 8 to 9 volts at button. Not sure if wire are incorrect Or not plug in correctly at mother board.
