Invalid config index -0x8003 igt game king

I'm new to video gaming machines and I can't seem to find the right resources. I just bought this machine online and it has never worked in my possession. I am receiving "Invalid config index -0x8003" error. The machine is telling me to use a clearing chip but I don't know what clearing chip to use. The attached images is the error I'm receiving. I'm not sure where to start looking. Ive looked up all the model numbers on the board and come up with basically nothing. Any help on this would be greatly appreciated.

You have a 3902 machine.  You need a Key 22 to clear and key chip, the follow directions here:

Okay finally recieved my key 22 chip and followed the instructions and I'm still receiving the same error. Could it be that the base chip is bad?

It's a Montana video lottery game.  It uses a special clear chip and I'm not even sure if it will work stand alone.  You'd be better off getting a standard Game King 5.0 or 5.3 chipset for it.

Can you specify what i would be looking for as the special clear chip? What do you mean you're not sure if it will work stand alone? I also dug online a little bit and I can't seem to find just the chipsets for 5.0 or 5.3 it looks like people are trying to sell the whole board. If I could I would really like to get it going with the original chipset but I'm not opposed to changing them out.

I have a 5.0 set if needed. PM if interested. I have never been able to get a lottery set to work stand alone. To my knowledge it has to be connected to a host system or network. I wondered why Rick thought a Key 22 would solve your problems when I saw those L chips on there.
