Remember in the opening post, you said that you saw two red blinking LEDs on the side.
What LEDs do you see now, after you've adjusted the dip switches to what sixcardmark had asked you to do?

The orange stuff melting is a plastic backing pad that acts as sort of a backstop for the handle mechanism.
The mechanism smacks against that, instead of bare steel.
Later on, you can dig it out and replace it with a thick piece of felt glued to the same spot where you pull the melted plastic off.
Don't worry about it for now...it doesn't hurt anything, nor has anything to do with your bill acceptor.

Other question I have is.... does the yellow, plastic bill bezel light up before you try to put in a bill?
If not, check the two bulbs behind it.

ok had all the dipswitches to off position, turned slot on and message says bill stacker full, closure door b opened door and all switches still off and had 2 steady red lights. the yellow plastic bezel does'nt light up when trying to put bill in. I pulled the validtor back out and i dont see any bulbs, but OMG i did find thhat if i pressed down on this little bar/handle the part that the validtor snaps into is removable, i pulled it out and inspected it and did not see any bulbs either so i put it back in. i got scared

I hope the power switch isn't ON when you're doing that. lol
You ARE going to burn something out for sure.

Anyways, the two bezel bulbs... they're on the bezel...on the back of the door over the bill hole...not the bill unit.
On the back of the bezel, there's a small circuit board made just for those two bulbs.
The bulb holders come out of the sockets on the circuit board by turning the black plastic about a half turn.
Like I said before, it doesn't really matter if the bulbs work or not...it's just to let you know that the bill validator is ready to accept a bill when the bezel lights are ON.

I don't know why you are getting a "Bill Stacker Full" message.
That sounds like maybe you have the Bill Limits set too low as sixcardmark mentioned in Reply #1.
To find out WHAT the Bill Limits are, you are now going to have to try to learn how to get into the settings of the machine.
Specifically, the [3.1.4] Machine Limits and there are three of them:

Credit Limit
Jackpot Limit
Bill Limit

You cannot make any changes with credits on the machine.
So, you first have to hit the cashout button to wipe the credits off the machine.
Let it either print a ticket, or key it off with a Jackpot Reset key.
This ALSO depends on how somehow set up this machine before you got it.
Two questions...does the printer print tickets, and do you have a reset key?

Yes always turn machine of before removing anything, located the bulbs and took them out they look ok no signs of any burnt spots. Yes it printed a ticket the day i accidently hit the cash out button and i do have a key on the the pull handle side of the machine so i think that is a reset key.

Okay...we cashed out his machine and stuck in a Keychip31 and swapped back to SB chip.
Went into the 7 [Keychip Config], and 7 [ Keychip Config II] and checked all his settings.... only changed the credit limit.

Hopper limit is zero (He doesn't have a coin mech or a hopper)
Credit Limit is at 3000.
Jackpot Limit is set 1 million? Didn't change it.
Bill Limit is set to 3000.
Made sure the printer and bill acceptor are set to "Enabled".
Cashout menu "Enabled"
MMLB sound all set to "Enhanced"
Checked the bulbs on the yellow bill bezel by swapping with the denom bulb.
After closing the door, the yellow bill bezel does NOT come on.
The BV Will NOT pull in a bill.
Reseated the cashbox.
Normal transport and stacker motor sounds.
Still no love from the acceptor or bezel light.

No messages on the blue VFD display.
But when his door is opened, the VFD display is very erratic.  :scratch-head_3:
What would cause that? The cherry switch? :Scratch-Head:
I've never seen that.

Also, I cannot recall.
Does the Coinless Mode (Option: [7.2.5]) have to be set to "Enabled" or "Disabled"?
He doesn't have coin handling.

Sunrise side thank you for your repsonse as you can see from the prior post I have been working with Stayouttadabunker in hopes of fixing this issue. After doing everthing mentioned in that post this morning we went back into the machine and covered everthing in section 4, everthing is set where it belongs. All of the dip switches are in the up position, bill validator goes thru all of it's start-up functions but still will not accept bills. In initial post it mentioned that I hit the cash out button to clear credits, after that I was able to add money thru the validator and it accepted up to around 680 credits and then when attempting to add more money it took the bill and then the validator sounded like it was going in a circle making a noise for a minute or so, I turned the machine off and found the bill stuck in the what i'm going to call the money chute, on the edge of the bill that stuck inside were 3 or 4 small holes in the bill and it has not worked since. the cash box goes in and latches as needed. I verifed that there is a working bulb in the bill validator. Thanks for responding and hoping you may have a idea or something we may be overlooking. :Scratch-Head:

I did happen to notice something when I on a Facebook videocall with him though.
I wanted to check if there was anything jammed in the head or transport.
I asked him to pop up the head cover (By pressing the two black plastic tabs on each side of the head hood cover.)
Of course, when in there with the machine powered up, you can see the emitter optics that sense when the front of a bill is stuck into the head.
I noticed that the 2 forward-most emitter optics were ON, as we were able to see a blue-light coming out of the bottom two sensor holes.
However, that doesn't tell us if the top receiver optics are working?
Is there a bill test for that?
We didn't get into flipping the dips.

okay...we got his BV yellow bezel lights to come on, after I walked with him over the phone, he changed the Coinless mode to "Enabled" and the BV pulled in a $20 dollar bill, but the bill got stuck getting transported into the cashbox.

I asked Cole to clean the transport belts and wheels, but when he took out the BV, black plastic parts fell out?...lol
I'm suspecting someone dropped the BV at some point before he got the machine or pieces are dry-rotted?
Cole, take a photo of those pieces and post them up here?
We'll try to figure out what they are.

You might need to try to get some parts or get another BV.
Jim of Midwest Slots will probably have some units for sale.
Tell him your situation.

Don't think this is going to have any affect on the out come of validator not working but here is the pic of the transport and I believe is where the small black pieces of plastic came from. Still puzzled as to why after opening and closing numeour times finally got the validator to light up one time :Scratch-Head:

Your photo didn't get posted but I'm going to bet that re-seating the cashbox forced the motors to run and finally at some point, the sensors found the stacker in the "home" position.

When the bill stacker is at home position,  after you close the door, the next sequence would be the MPU enabling the bill validator along with yellow bezel lamps - just about as soon as the MPU sees that door optics are lined up correctly.

Oh yeah.... somebody dropped that DBV at one time or slammed something else into it.

Jim may another plastic cover to put on it, although I don't think that's the problem with why it's jamming up bills.
Pretty sure he'll get it working for ya.
