reel touch ghost image boot

Has anyone seen this before on a IGT reel touch. On boot the bios 1 image shows up then slowly disappears pixel by pixel and wont boot further . Fairly consistent. Things I've tried

Different power supply
Different Motherboard
Different Video board
Different Case with monitor
Different bios
Different Ram
Different Coffee...

Any ideas?

Have you tried a different cpu chip in the top box?

No I didn't but I did locate the issue. the single row connector for atx power and such was reversed so it was constantly grounding out the atx power which would shut down after 5 seconds. So thats fixed, do you know if someone created a reference list that showed ata number with SG and Base number matchup for these units?
