I have ordered a new tito from tito at home since I am not sure if my current one supports free play.

That's the older TITO board first made.
It doesn't support free play credits....just ticket in/ticket out.

The new TITO board arrived and it didn't work either.   Looking closer at it the instructions all say to set it up for host comm 1.  I looked inside the cabinet and something else is plugged into host comm 1 so I configured the settings to host comm 2, which is what the TITO devices have been plugged into this whole time.  After doing that I got the original TITO to work with free play.  Thank you for the support here, I will mark this thread as solved.
