bally e-1000 41 reel error

i havent seen this one before.  When you coin up the game, pull the handle, the game goes into tilt with a 41 error....it is not the readers as in test all the lights light up but the display reads 1000 and never changes....it acts the same way even if the reels are not in there at all!  the other tech is wondering about the 5volts but i think there may be another issue.....if y'all gurus can point me in the right direction that would be great!  gee i wish i had some extra parts to swap out of these things!!  i already swapped reel readers 1 and three...still get the same....it just does not seem to be reading the reels in test or in the game.....the mechanism switches seem to be working right

If it isn't reading any of the reels when using test 5 then it is likely the reel reader decoder which sits behind the front of the reel frame.
It can also be the IO board, my guess there would be U8 being bad or possibly Q32
