5 line Double Diamond problems

I have a IGT s2000 5 line machine that is playable...but there are issues.

Symptoms:

Pull lever works even before hitting the bet credit button is pushed, (doesn't cause the reels to spin though).
The 1 thru 5 payline lamps stay on, as well as the spin reels button lamp, even before the bet credit button is pushed.
Both candle lamps stay lit at all times.

The machine has actually played properly a few times...meaning, the above symptoms weren't present, but all of the above problems came up only after a few coins played.

There's an IO card socketed inside on the front door panel. I would check to be sure it is seated well and all plugs are tight. Do this with the machine turned off

Sounds like the solenoid is either missing or been altered to prevent engaging. It should lock the handle mech until at least 1 credit is bet. Does the handle spin the reels after betting one or more credits?

Yes, the handle spins the reels after a credit has been played.
