IGT S+ DBV paying out - credits not accumulating

My fiasco started with ordering an incompatible reel type for my Triple Diamond.
After changign back to the SS4779  and same game chip SP1271, the DBV stopped working.
With help from this great forum, I ordered and received my IGT S-Plus Set015 Chip and got the DBV working.

Now with a $20 bill, on a 25c denomination, it registers 20 credits and pays out 80 coins from the hopper ??
I have all my credit limits set to 9999 (7-1, 7-2, 7-3 and 7-5).
I have credit meter set to 5-0 (all wins go to credit).
I did find some blurb on the set chip option being disabled, but did not make any sense of that, not figure out how to test it.
Any help will be appreciated.

Try setting it a 5-2
If you push the cash credit button with no credits on the machine then insert the bill and it will give you credits

You want to go to 8-? (1) I think. All bills to credit. No set chip for this, just 0 credits on machine
