Bill Val Com Error

Help!
I'm working on a bb1 that I purchased parts complete and I cannot clear the bill val com error, So far I ordered and replaced the bill validator complete. (wba-13 and communication board) from Spin. Then I replaced the cpu and backplane, the bill val wiring from the bill val to the connector on the machine and still nothing.
I have the backplane jumpers set on 2-3 as per the manual. The bill val does not even cycle on startup, when I open the top one of the scanner lights is on but that's it.
When I got the machine it had a uba-24 in it and had the same problem.

Any ideas what I could be missing?

You don't need the comunnication board if the jumpers are not set rs-232.  If you have the side rs-232 board, you need to set the jumpers on the backplane for rs-232 operation (same as you do when an MEI validator is in place).

Thank you so much, this thing has been driving me crazy! (not that it takes much) I removed the board and set the jumpers to mei and it works great now.
