Needed on top box -bb-1  -dual 19 such as gold fish, mermaid, few others I think and ALSO used as a Cheater board on BB-2 -etc.

Used on dual screen bb-1's  and used as a cheat on bb1 and bb2 games if you do not have the top box. It allows you to play games that normally you could not.  Basically any mermaid, golfish bb-1 would have this already installed.  It was found that these work for other use as well.
