I think it's a model 785.

they made a few variations.  The reel tapes look like a "3 bar any" machine, so 785A would be a starting guess.  If you get the numbers/codes off the slotted metal reel index discs and the M-645-xxx number off the payout counter, that'll help

there were some 785 models called "29 ways" that were 22 stop machines instead of 20 stop, but none of them I have info on had OR-PL-OR symbols adjacent on the reel 1 tape.

So if you get 777 does it spit out any coins, or is it that the bell goes off and you get the lit jackpot as a hand pay?

If thats the case it looks like the highest coin pay is 100 for 3 Stars.

yup, "any" means "any position".

the schem for the 785-A says a 777 is entirely hand pay.  The 400 supplement manual says 200 coins pay on a 777.

I'd guess they changed 777 to entirely hand pay to avoid customers arguing they should get the jackpot amount in addition to the 200 coins.

the payout counter diagram says "don't solder 54 and 43 wires".  54 is the wire powering the jackpot relay and it does go to the hopper.  If it's attached to the 200/A trace on the payout counter, then the game would pay the 200 coins.

it's possible the 785-ZB paid the 200 coins on a 777 ... that would be one of the minor differences from the 785-A.   Bally tended to put notes on the engineering diagrams (i.e. w-923-58 for the payout counter disc) for stuff like that rather than creating a new document number, and I could have an earlier version of the drawing that doesn't have any notes on it. 

to see if your machine should pay 200 coins, see if a wire is connected to the 200/A trace.

the mystery payout is jumper configurable ... mostly.  Bally hardwired in jumper A so that adjust plug doesn't matter.   Cheapskate operators probably just pulled all the plugs, so Bally wire A so there's at least one mystery pay.   

notes are on the reel wiper diagram below.  In summary tho, mystery pay is:
- a 7 on reel 3 counts as an orange on reel 3
- a star on reel 3 counts as an orange on reel 3 if B plug is in
- a 7 on reel 2 counts as an orange on reel 2 & 3 if the C plug is in and wire 43 is soldered to the reel 2 & 3 wiper boards

whether wire 43 is soldered on could depend on the coin denomination of the game.  They had 1, 5, 10 and 25 cent versions of the 785-A, and the payback percentage is normally higher with higher coin denomination.

is your jackpot arrow changing positions occasionally?  When a jackpot was hand paid, the attendant used a key to reset the jackpot amount ... and it reset both of them.   Your yellow sign says the location paid the higher of the two amounts regardless of the arrows ... maybe they removed the arrow lights?
