Red Light Blinking on MPU

I have a 5500 that when you power it on the red light on the MPU blinks.  I was told that it needed a new power supply so I ordered one, installed and still the red light is blinking.  When I power it up the bill reader cycles, lights come on, Sometimes the bell does a faint ring when powered on.  The reels do not spin but the motors seem to engage.

What is the history on this machine? Any pins bent on the chips or the edge connector on the MPU? You could try reseating the all chips on the board. MPU might be bad.?
