WBA 12/13 accepts Tito ticket but not bills

S2000-I've tried putting both 12 and 13 WBA transports in as well as different heads from working machines accepting money but this machine refuses to accept bills.  It accepts a Tito ticket first try but a bill, a new 20 in this case, will take the bill in, sir for a second, makes the short motor sound like it's going to accept the bill but ends up spitting it back out. 

I've tried both newer and old style cash can.  All transports running V3.83-40  ID024.

I've never had this issue setting up a machine.  Machine was freshly cleared and set to set up Tito which works as it should.  I've tried disconnecting the Tito just to see if some how it's integrating but the machine still will not accept bills.

Any thoughts on what I've missed?

I would try cleaning the DBV head. You can also try calibrating. Unfortunately, calibrating strips are no longer available (when you find them they're crazy expensive for a piece of paper) but thanks to one of the members here you can make your own for next to nothing. Here is the link
