wba 13 in igt s+

recently came across ten times pay igt machine that didnt have a bv so i purchased the complete unit with harrness and set 15 chip. went thru the instructions set 91-1 set 25c same swap back over to game prom. run test on bv it accepts bills and stores them set all switches back to normal operation start the machine up it cycles and thats it. wnet thru a couple different threads on here for trouble shooting and nothing has worked so i am here asking now. currently the bv cycles it take quarters and runs normal besides it wont accept bills and no light for bill slot

Which firmware does the WBA13 have? It needs ID022/23 for S+.  It may have ID024 firmware which won't work on S+.  What does the chip on the bottom of unit say?

It's been years but I coulda sworn that on a slant top s+ there was a DIP switch that had to be turned on in the BV for a WBA to work.
