WMS BB3 help needed

Have a BB3 Blade that will every now and then boot normally when powered on. 98% of the time it gets no signal and goes into sleep mode. Everytime it is powered on the four voltage leds come right on and stay on. In a few seconds led D22 comes on green and stays on and both screens goes black.

A normal boot D25 and D35 come on red and stay on and the machine is booting normal. I have A known good cpu and it works with no problems. I also have another cpu to swap parts from but would like some ideas on what to swap first.
Any ideas or suggestions would be greatly appreciated.

Also what are D25 and D35 leds inside the CPU.

I have a BB@ that does something similar, I have narrowed it down to the power supply.
