The fuse must be an instantaneous blow at 3 amps and not a timed delayed at 3 amps.

Fuse received and replaced.

I have the following readings:

- on the first connector, pink and black wires: 4.9V
- on the second connector, between the black and red wires: 10.74V and between the black and blue wires: -8.7V

What do you think this suggests?

Well the pink looks good.

The red is about 1 volt low.

The blue though should be around 24-32 volts. Check to see if there's another ground on the voltage regulator board that will give you the 24v reading. If not then the regulator is bad.
