This seller is also advertising on Craigslist and claims to be located in San Deigo. They have a website and the phone number they show is a Missouri number. They might actually be selling new slots (Chinese junk) as they claim but are probably operating outside the law as they hide their location and identity. A person would have to be a fool to send them money.

California has some of the strictest slot laws so I would not be advertising anything new and be easily locate-able.

Its not uncommon for a cell phone in one area to be used in another so the Missouri number is not really a red flag.
Calls between cities and by extension states used to incur long distance costs, pretty much any cell phone can be used anywhere and call any number and not incur roaming or long distance costs, so why change numbers when you move ? 

I would concur that these are likely Chinese sourced boards given the themes listed. I don't think they are selling "whole" slots. Just boards and software. These are akeen to the POG (Pot of Gold) platforms. While I am biased to the old-school systems some of these can be pretty fun to play but its not something I would invest money into.
