Anyone know the exact cause of this error?

This isn't on my machine, it's on a friends AVP so can't dig around with a DVM myself to investigate really.

Board and PCI card batteries are new and within voltage range. 

Anyone know exactly what triggers this 3.3v out of range error on the screen?

I'm suspecting that it's referring to the machine power supply not providing stable 3.3v to the motherboard.
But I'm thinking in some service guide that it must reference what actually triggers this error.  Doesn't come up all the time, but would like to figure this one out. 

Anyone else encounter this themselves and identify the actual root cause?
