Yes I had printed out the diag cards a few days ago and had found the psr before you had posted that reply. I have done research on this and this is why I’m so frustrated because I’m trying everything I can without using a clear.

This is just about the only times you need to do a clear on an S+.
It doesn't hurt because right now, the MPU isn't completing the boot up phase being stuck in a "Loop".
Remember, this is just a hobby...not a job.
Be patient....you'll be happy when you get it up and running again and be able to tell all your friends at the office xmas party what an electronic slot machine genius you are !

You WILL learn a LOT about your machine fooling around with it.
That's pretty much a guarantee. 

I'm not quite certain about one thing though.
We know you have to get out of the [65-3] and [65-1] by holding the self-test button for a couple of seconds.
But are you afterwards physically closing the door, and THEN turning the jkpt/reset key to try to get to [61] or boot-up

I made a mistake....nevermind....when you hold test button in (when you have a [65-x] code), it's supposed to go to either a [61-x] code or boot-up mode - instead, your machine is looping back to [65-3]...
I hope the Clear gets you out of it, or the motherboard with a working EEprom chip.

Ok so we will start over on what I did. 
Battery dead 10 years plus.  I replaced the battery and powered up machine. Get 61.  I reset using the procedure and it goes 61-1 ok close door and turn key.  Display goes to 65-3.  Ok look that up and it says open door press self test 2-3 seconds nothing happened.  It also says you can turn jackpot key to continue power up procedure game will be updated to current format. So I turn key and get 65-1.   Ok so it says to open door and press reset 2-3 seconds. I do and back to 65-3 ugh.  😑

yeah...it seems you can't get it back to the [61-x] codes...it's looping in [65-x].
The processor cannot read or write to the EEprom chip on the motherboard for some reason.
The Clear procedure may or may not do the trick.
When you Clear it, do it twice and then throw back in the SP chip.
Hopefully the Clear gets the bugs outta the EEprom on the motherboard.
If not, we gotta wait for the new motherboard to come in.

It’s alive!!  Did the clear chip procedure and got the same 65-3 after clearing the 61.  But this time the reset process worked and it lit up and accepted a quarter. Used the set chip and enabled the bill acceptor (which sounds pretty awful) and back in business. I’m stoked. Thanks for all your help!!!

Yay!  Good job!
Like I said, anytime the logic "loops", the only way to get out of it is to run the Clear chip and wipe everything out.
The Clear chip rearranges all the data in the CMOS on the MPU, and EEPROM chip on the motherboard, to zeros.
You'll probably never need it again unless you like erasing everything.
