WMS 40X DOTMATION I/O issues ???

I'm working on a Williams 40X Jackpot Party.  It was completely dead when I first looked at it.  Both upper and lower power supplies were dead.  When I looked at the I/O board, only the rightmost LED +18 was lit.  I replaced both power supplies and now it powers up, all the LED's on the I/O board are lit up (+5,+12,-12,+5,+18).  I get one bong when it powers up, the upper display show "Williams" on it.  It shows numbers in the credits and payout displays, however, it does nothing when you press the panel buttons, reset button, turn the momentary key switch on the right side of the machine.
Question...
Are all the LED's on the I/O board supposed to stay on?  From what I've gathered, that may not be normal?
I've checked the cable from the door to the back plane and the cables from the front panel to the back plane.  They all checked out fine.  Is it possible that I have a bad I/O board?

5 LEDs on the I/O is correct, 1 bong is correct, showing Williams initially is correct.  So far we know the power supplies are likely good and the game passes initial tests. 

You mention numbers in the credit/payout section.  What numbers are there?  Does the machine accept coins?  Does the Williams on the upper screen change (and go into Jackpot Party)?  When you press the buttons, does the machine make any sound (like a 'ba-doomp' sound)? 

What do you mean by the 'reset' button?  Are you referring to the red button on the card cage door?  If so, that does nothing?  Is the main door open or closed?

I wouldn't blame the I/O board just yet.  I think there's something else we're missing.

The numbers in the credit display is 163.  The numbers in the payout is something like 45689.  Machine does not accept coins.  The bill changer cycles through what sounds like a start up test or something like that when you first power the machine up.

The Williams on the upper screen never changes.  After a few minutes, the display goes blank as though it is turned off.

The reset button I'm referring to is the red button on the card cage.  The machine doesn't respond to any game buttons being pressed and no button noises if the door is closed or open.  There is a white button/switch that the door makes contact with when you close the door.  I checked it with a meter and it seems to be working fine. Is there any other switches that detect the door open?

Once in a while, when i power up the machine, I'll get a tilt error but it's really sporadic.  Sometimes it's displays "Prrrr", or "Door Open" (when the door is actually open).  Most of the time it just sits there with no response, no button noise when you press the game buttons. I suspect that it's a loose or missing connection somewhere or the maybe the I/O board.
