Sorry I don't but I have heard that a WBA downloader is a rare tool to have. I certainly hope someone can get you instructions.
You know who might be able to figure it out if you can’t find a manual?  Justin.

Alan,  check your 200 flip cards, there is a procedure in there. tells you what to do and what lights will be on.

That helped. We were able to also use a WBA gang programmer and programmed 4 WBA 12/13 to IDO 24 V3.80 at the same time.
The secret was to set the download speed to a slower speed, around 19k to get it to work.
