IGT M Slot Reel - changing tilt errors and strange kicker behavior

The reel diagnostic test on this 1634a M slot reel returns any one of several errors (TOO SLOW (most common), DECEL, ACCEL, BACKWARD) usually on reels 1 or 2 and doesn't consistently follow the kickers when I swap them. Is there any way to isolate the problem?

Also, one of the stop solenoids consistently behaves differently from the other two, regardless of the reel position. In the YT video below, the stop solenoid on third reel kicker does not retract after the second rotation of the camshaft and the pawl stops part-way, does not engage the sprocket, and leaves the reel spinning at the end of the test. The solenoid moves during the test and passes continuity tests. Does anyone recognize the behavior and can tell whether this kicker is misbehaving or the other two are?
