Had jammed payout board.
Cleaned up & adjusted tension spring to get it to return to 0..
Straighten out reel rocker arm teeth..
Is problem in payout board or with the rocker arm teeth on reel board?

So the problem is, no matter what winning combination lines up.

3 bars 2 bars 1 bar on the pay line.

It only pays the any bar combination payout.

Carefully inspect the payout step up unit.
Manually step it up to see how far the contacts will travel.
Possibly there are missing teeth on the white sawtooth gear.
Thus keeping it from advancing past the any bar payout.

Don't see broken teeth
Seems to step up correctly and release
Will look at payout again tomorrow

good news first?

I added the 1088-1 paperwork to https://bingo.cdyn.com/slots/

bad news is your game isn't a 1088-1 ... which was a 25c buy-a-pay machine with fruit symbols.

you have glass for a 5c 3 coin multiplier, so that would be a 1090.

so now the question is, what's on the inside?  Having the wrong serial/model number plate is common.  Having a machine built correctly from pieces is also pretty common.

a 1090-34 would be a typical mixed bars 1090 and paper is on the above site, so the easiest thing is look at/post pictures of:

- the wiring side of the reel wiper boards including the wiring on the lugs (reel 3 is probably easy, reels 1-2 either best angle you can or you have to unscrew them from the frame and flip them out.  Since the wiring is simple, an angle is good)
- wipers on the coin unit
- entire top insert board - mainly need to see if there's multiplier units or just the coin unit
- codes stamped into the slotted reel index discs
- m-645-xxx number on the payout counter disc

assuming you have a machine that functioned correctly at one time and isn't just a mash-up of parts that don't work together (yet), then the 1090-34 paperwork should be relevant. 

for example, you can pull out the reels and stick one ohmeter probe on grey wire 90 on reel 3 and the other probe on blue/red wire 21 on reel 1.  When you have all single bars, you should get almost zero ohms.

I let Fred Sanford (ME) work on slot machine the big DUMMY forgot to align the wiper arms when  reinstalled arms..
Now all wins pay!!!

your reel 3 wiper board has solder blobs (but no wires anymore) in all the right places for a 1088-1, so pretty good bet the game was converted from a 1088-1 to a 1090 triple bar machine.

to legally sell the game, it had to have a traceable serial number.  That's why model/serial number plates were swapped onto cabinets with no "provenance" and machines that were rebuilt into something else kept the wrong serial/model number plate.  Nobody ever checked/cared that the game wasn't a 1088-1 anymore. 

I guess for a paper trail, the only thing really being tracked was the serial/model number plate itself :-)
