Where can I find a parts list or manual for this video poker machine IA65C from January 1996. 

I'm trying to check on how the lower front glass should lock in as well as how to remove the bill collection bin.

If you are a contributing member you should have a link for NLG file system (blue rectangles above the post), there are several manuals for PE+.
Most cash cans have a small locking lever that locks them in. You press down on it and pull out on the can.
Not sure on the glass. I have worked on some machines where I had to disassemble the interior of the door to get the glass out. Others have a lever to release the door panel that contains the glass.

Directly below the open/close latch for the door is a metal knob.
When the door is unlocked you can pull the metal knob outwards and that releases the belly door.
It should fall forward towards you from the top. Its hinged and there is usually a wire cable that prevents it from just slamming down.

I finally got a chance to work on my machine again. I used the SET chip to enable my bill acceptor. When I turned the machine on, the coin hopper started to empty, and all buttons started to flash. The cycle never stopped, and the game never booted up. What causes this and how can I get the machine to reset and start working again?

I have never seen this behaviour before.

When did this happen ?
Did it occur when you inserted the SET chip ? Is the Set Chip still in place or did it do this when you finished with the SET chip and put back the game chip ?

UPDATE: I found my issue, the PROGRAM chip was inserted with 1 leg out of place. Corrected that issue, but a new one now appears. The game loads up as normal, but CALL ATTENDANT now appears. When I open up the machine, it gives me a CMOS DATA note on the screen. Not sure what to do in this instance.

I did the below and I am all set:
Try this, press and hold the white button until you hear a ding, close the door, then turn the jackpot reset key and wait for it to boot up.

Open the door, try holding the white test button for 3 seconds.
Close door.

If this does not resolve then open, turn the jackpot reset key, close

UGH! Game is back up and running fine, but it will not take money. The DBV is not lighting up even though it is enabled and I can hear it cycle up when I power on the machine.

It will always go through the initialization as long as it has power.
No light, no active.

I suspect the CMOS error disabled the DBV.

Redo the SET, watch your chip direction and ensure your legs are set properly.

I just ran through all the tests, and it appears to be working now. Strange that the 2 little green lights lit up initially, but after I sent the 1st bill trough they do not light up, but the DBV still accepts the bill. I'll be doing more tests with other bills and denominations. I have a feeling it will not accept large faces and/or colored bills. I may need to see how to get the DBV reprogrammed.

Thanks for the help. The search feature here seems to work well too as I found some of my answers that way too. Thanks for bearing with a newbie on this site, as I am normally on KLOV, the arcade forum.

You can get the DBV 200 flashed so it takes most of the new bills.
Personally I set my denomination to 1c so I can put in a buck and quickly add 100 credits.

I however use a quarter sized token and all my signage is around 25c. I also roll my tokens.
I have found that if I leave a bucket out, people with play 2/3 hands of poker then walk away.
Give them a roll and a bucket - they crack the roll, play through and come back with an empty bucket looking for another roll.

No sense of loss, no sense of win. Interesting experiment in human behaviour.
Also a good way to convince my wife into letting me by a commercial coin roller.
Incidentally netbankstore sells all the shotgun tubes for coins ridiculously cheap and they even emboss the rolls with whatever name you want even to the point that you can upload a logo.

I have a feeling it will not accept large faces and/or colored bills. I may need to see how to get the DBV reprogrammed.

It will not accept any of the bills that have color on them (other than green, obviously). For testing we always recommend using only a $1 bill in good condition as those have not been redesigned in decades. Once you have it reliably accepting those, then you can move on to other currency.

JCM did not offer much in the way of updates for the DBV-200 ID-022/ID-023 protocol to basically force casinos to buy new bill validators (planned obsolescence, basically). Depending on the software on your DBV there may be an update available to accept a few newer bills, but there was never support for any of the bills with color on them to the best of my knowledge. I keep a few older bills on hand at home to add credits to my machines.
