Can't get past jurisdiction selection screen. Ideas?

Hello all, i recently purchased a game maker v7000 upright series in rough shape hoping to get it up and running. Initially, the screen was just going on and off with no error message. I did a bit of reading on this forum and figured the battery was a good place to start. After replacing battery, I got a mains signature corrupted screen. Ordered a p10 clear chip and was able to get the saferam cleared. Now the machine boots to jurisdiction screen but I am unable to make any changes. Tried hitting the start button with the door open, door closed, with audit key turned, and audit key not turned--all to no avail. I am just wondering what to try next? I am a complete newbie to this world and don't have a ton of electronics experience(had a local repair shop swap the battery) so I don't have the slightest clue what to troubleshoot. I did notice the deal/draw/start button appears to be a replacement but the connection looks proper as compared to the other buttons. What a great community you all have built here! I wouldnt have made it this far without the extensive resources already in place, but I am hoping for just a bit more help. Any assistance is greatly appreciated in advance!

Hello Cameron, welcome to NLG
To start, just know that setting a Gamemaker for the first time is a learning experience that requires patience. I know it seems like you are stuck but we will get it working. Several of is have these machines and once you get through setup the first time you may not have to touch it again until the battery dies in a few years, they are fantastic games to play too.
Unfortunately there is not a one-line instant answer to your problem, plus it has been a few years since I was at this point in setup.
1. Can you tell us which jumper  switches you flipped when booting to the set chip?
2. There are two options when you buy the chips, set and clear….did you get both? You probably don’t need both but the level of information you need to set is different. One of them requires a complete setup of every attribute, the other just sets the data when you change a game eeprom.

Im hoping one if our members who has recent experience will jump in here. Im thinking you need the full reset if the battery was replaced because that means all settings were wiped out. While you are at it, I strongly suggest you put the battery in a holder so you can hot swap it in a few years when it gets low. There are several posts addressing this subject.

Thanks for the heads up about the photos, will attach to post going forward. I purchased only a clear chip. DIPSW1-8 was what I tried initially but it did not initiate a saferam clear as intended so I then flipped 7 and 8 on row 1. It gave me a clearing eeprom and clearing saferam message. Then removed clear chip and booted with no switches flipped which got me to this screen. I am thinking it may be a problem with my start button? As per my pictures, the start button does appear to be a replacement(not discolored like the rest of the butttons) should the buttons be illuminated while on this jurisdiction screen? They are not. I imagine I could try and connect a multimeter at the button to see if there is any signal being sent from the start button?
Thanks to my reading on this forum I did have a holder installed for hot swaps of the battery.

Yeah, you need to verify the switch does work. Start by checking continuity across the leads. If the button was replaced and they wired it backwards it wouldn’t work either.

Open the door using your barrel key.
Insert an turn your reset key.
Select the Diagnostic column and select PIO Test.
Here you can test your buttons.

Also, verify that the new battery is actually new.
I've been in a similar situation after installing a "new" battery.  My spare "new" battery had been sitting on the shelf for a long time.  Even though a DMM showed it to still have the correct voltage, it apparently had weakened over time while sitting on my shelf unused.  It couldn't sustain that voltage on boot up and I was unable to configure the machine.  Buying an actual brand new battery rather than installing an unused battery solved the problem.  I had simply stored spare batteries too long.
